The University Grants Commission (UGC) has announced a draft policy for the setting up of foreign universities in India – Oxford, Yale, and Stanford with an aim to improve the South Asian Nation’s Higher Education. The bill will be presented before the Parliament for approval and is also open for public feedback.
M Jagadesh Kumar, UGC Chairperson, said that these foreign educational institutions will be in line with the National Education Policy (NEP) envision to internationalize the higher education system in India with “top universities in the world will be facilitated to operate in India” and will be established to provide UC, PG, PhD, post-doctoral, other diplomas and certificate programs in all disciplines.
UGC Norms to set up Foreign University in India
The draft (Setting up and Operation of Campuses of Foreign Higher Education Institutions in India) Regulations 2023 claims proposes to give adequate freedom to foreign education players willing to enter the Indian market while emphasizing against any program of study that jeopardizes the National interest of India or the standards of higher education in India. Also, only universities ranked top 500 overall or subject-based global ranked shall be eligible to set up its campus in India.
Admission Criteria, Scholarship & More
As per the bill, the local campus will hold the power to decide on the admission criteria (both domestic and foreign students), fee structure, and scholarship whereas; the autonomy to recruit faculty and staff from India and abroad will be with the Foreign Higher Educational Institution (FHEI).
Foreign Education at Affordable Costs
This initiative will give Indian students a platform to gain quality education from foreign universities at affordable costs and also make India a global study hub for other countries. Currently, India ranks 101 among 133 nations in the Global Talent Competitiveness Index 2022 despite the country’s having produced CEOs for top companies like Microsoft Corp to Alphabet Inc. If implemented, the draft will bridge the gap between educational curriculum vis-a-vis market demands.
